The Stratis Health Board of Directors is an independent, community-based board comprised of professionals representing a broad array of interests, skills, and perspectives. The end of the current term for each board member is noted in parentheses after each Board member’s name.
Stratis Health Board members include:
Julie Benson, MD, FAAFP, CMD (2028): Dr. Benson is a family medicine physician and the Senior Services and Hospice and Palliative Care Medical Director at Lakewood Health System in Staples, Minnesota. She has a special interest in healthcare for people of all genders and ages, particularly hospice and palliative care. She was the 2017 Minnesota Academy of Family Physicians Family Physician of the Year and serves on the Palliative Care Advisory Council for the Minnesota legislature.
Arlene Bierman, MD, MS (2028): Dr. Bierman is a general internist, geriatrician, and health services researcher who focuses on improving access, quality, and outcomes of health care for older adults. She is the former Chief Strategy Officer of the Agency for Healthcare Research and Quality (AHRQ). She has held tenured faculty appointments and served on federal intra- and interagency committees, including the Interagency Coordinating Committee on Healthy Aging and Age-Friendly Communities.
Jamie Carsello (2028): As Vice President and Chief Informatics Officer for UCare Minnesota, Mr. Carsello has over 20 years of experience in health care economics. His experience includes leading clinical, quality, provider, and financial analytics; data warehouse strategy and development; business intelligence development; pricing and actuarial analysis; revenue and risk adjustment.
Gladys Chuy, MHA (2027): Ms. Chuy is the Chief Operating Officer of the Minnesota Association of Community Mental Health Programs (MACMHP) and the Executive Director and Director of Population Health and Clinical Quality for Convergence Integrated Care (CIC), a network of 21 clinically integrated, independent nonprofit community behavioral health agencies. She brings over 20 years of health care experience, including project management, program implementation, quality improvement, and LEAN methodologies. She has held leadership positions at the Cleveland Clinic, IBM, and Baptist Health. Ms. Chuy is committed to supporting diverse and underserved communities through system-level changes.
Roli Dwivedi, MD, FAAFP, DABFM (2028): Dr. Dwivedi is an Associate Professor and the Mac Baird Vice Chair in Community Engagement and Advocacy within the Department of Family Medicine & Community Health at the University of Minnesota Medical School. She also serves as the Chief Executive Officer and Chief Clinical Officer at the Community-University Health Care Center (CUHCC). Dr. Dwivedi is deeply committed to serving underserved populations, advancing global health, and providing culturally sensitive care.
Kelly Fluharty, MPH (Board Chair, 2028): Kelly is Vice President, Early Childhood for the Southern Minnesota Initiative Foundation, which invests in economic growth in the 20 counties of south central and southeastern Minnesota, including 175 rural communities and one Native nation. She was previously the Care Transformation Manager at Winona Health, developing and implementing the organization’s payer strategy for value-based contracts and serving as the project manager for its Medicare and Medicaid Accountable Care Organizations and population health improvement initiatives.
Jesse Bethke Gomez, MMA (2028): Mr. Bethke Gomez is currently the President and Chief Executive Officer of the Metropolitan Center for Independent Living. He has been recognized as one of Minnesota’s 100 Most Influential Leaders in Healthcare. Mr. Bethke Gomez was recently appointed by the Minnesota Supreme Court for an eight-year term on the state’s Judicial Selection Commission.
Abigail Greenheck (2026): Ms. Greenheck serves as Group Senior Vice President, Beehive Strategic Communication. As a communications leader, she partners with clients to develop context-specific, multi-channel strategies to engage key audiences, including underrepresented populations. Ms. Greenheck serves as a crossover member from the Minnesota Alliance for Patient Safety (MAPS) board to Stratis Health.
Peter Hayden, PhD (2028): Dr. Hayden is the founder and president of Turning Point, Inc., a Minneapolis-based nonprofit agency devoted to integrated holistic health services programs. Dr. Hayden is the recipient of the General Mills Foundation/United Negro College Fund Martin Luther King Jr. “Legends” award. He is also Chair of the National Black Alcoholism and Addictions Council (NBAC), where he has strongly influenced the design of effective long-term community health programming. Dr. Hayden serves as one of two consumer members of the Stratis Health board.
Heidi Holste (ex officio, nonvoting): Ms. Holste is executive director, Minnesota Alliance for Patient Safety (MAPS). She has extensive experience as a nonprofit executive director in the service industry sector and as a board member. She brings over 20 years of experience in government relations at the state, federal, and local levels.
Reuben Moore, EdD, MBA (2026): Mr. Moore is president and executive officer for Minnesota Community Care. He helps organizations in the public and private sectors rethink strategies, execution methods, and value concepts. As a community leader and former chair of the MNsure health industry advisory committee, he has driven strategies and policies that improve access to health care for all Minnesotans. Mr. Moore has led public health initiatives at the Minnesota Department of Health and served as board treasurer for Southside Community Health Services, the Minnesota Association of Community Health Centers, and North Memorial Health, a board of trustees member, and on the boards of several colleges and universities.
Patina Park, JD (2027): Ms. Park is the COO of North American Traditional Food Systems, a nonprofit organization focused on Indigenous food revival and educational support. She was previously the executive director of Tribal-State Relations for the State of Minnesota, serving as a direct link between the Office of the Governor and Lieutenant Governor and Minnesota’s eleven tribal nations and communities. She has also held leadership positions with the Minnesota Indian Women’s Resource Center, Falmouth Institute, Minneapolis Division of Indian Work, and the Ho-Chunk Nation Department of Justice.
Pamela Parker (2026): Ms. Parker has been the Medicare Medicaid Integration Consultant to SNP Alliance since 2014. With over 35 years in Minnesota State Department of Human Services (DHS) management positions, Pamela has an extensive track record of developing/managing state health & long-term care (LTC) programs and rate development. As a transformative leader, Pamela was responsible for developing and implementing the first integrated Medicare and Medicaid demonstration for people with dual eligibility. At Stratis Health, she will be an asset to the organization’s efforts to improve care for older adults and will serve as one of two designated consumer representatives on the board.
Karon Phillips, PhD, MPH, MS, CHES, CAPS, FGSA (2027): Dr. Phillips is the Policy Development Manager for Trust for America’s Health in Washington, DC. In this role, she works with the Policy Development team on the national age-friendly public health systems initiative. She also brings experience leading the implementation of programs and services focused on health promotion, including chronic disease self-management and falls prevention, and developing new partnerships to provide community-based services for older adults. Dr. Phillips is an active member of the Gerontological Society of America (GSA) and the American Public Health Association and is an Adjunct Assistant Professor at the University of Maryland, Baltimore County.
Ruby Schoen, DNP, APRN, CNP, A-GNP-C (2027): Dr. Schoen is a Site Provider Lead and Nurse Practitioner at the Herself Health clinic in Rosedale, providing comprehensive, value-based primary care for women 60 and older. She has worked across the care continuum with the geriatric population for more than two decades. Her interests include healthy aging, functional health, chronic condition management, palliative care, and end-of-life planning. Dr. Schoen serves as an advisor to CareChoice Cooperative, Metro Alliance of Geriatric Providers, and the Minnesota Association of Geriatrics-Inspired Clinicians.
Janet Silversmith (2026): Ms. Silversmith is the CEO of the Minnesota Medical Association (MMA), the state’s oldest and largest professional association for physicians and physicians-in-training. Previously, she served as the MMA’s Director of Health Policy. In that position, she provided leadership for MMA advocacy strategy and the analysis and development of MMA policy. Janet has more than 25 years of experience in health policy and a background in health disparities research. Janet joined the Minnesota Alliance for Patient Safety (MAPS) Board of Directors in July 2018 and has served as Secretary/Treasurer. As one of the cross-over members from the MAPS board to Stratis Health, Janet will provide unique insights on how Stratis Health’s patient safety work can be more targeted and impactful.
Stratis Health Board members are elected for three-year terms of service, with a cap of two three-year terms. Potential Board members are identified by a nominating committee when there are vacancies on the board. New Board members are approved and elected by the full board. Board members do not receive compensation for their service on the Stratis Health Board.
