Innovating in Medicaid Care Delivery and Payment

State Medicaid agencies provide health care coverage to some of the most vulnerable populations in every state. This includes those who qualify for coverage based on income level and who often not only have significant health issues, but also housing, food, and other concerns. As the number of Medicaid beneficiaries increases, especially as a result of the economic crisis caused by the pandemic, new approaches to care delivery and payment are necessary to provide health care services in effective and efficient ways.

The goal of the Medicaid Innovation Accelerator Program (IAP) is to improve the health and health care of Medicaid beneficiaries and to reduce costs by supporting states’ ongoing payment and delivery system reforms. By addressing quality of care and the cost of care simultaneously, care can be more coordinated, cost-efficient, and based on outcomes.

Actions

  • Work individually with state Medicaid agencies selected for participating in the CMMI Innovation Accelerator Program (IAP) to provide technical assistance and support payment and care delivery innovation. To date, our team has worked with five Medicaid agencies in diverse parts of the country
  • Design a universal Stakeholder Engagement Guide and Workbook for national distribution to state Medicaid agencies
  • Develop an individualized Stakeholder Engagement Plan with states moving towards Value-Based Payment (VBP) options, which includes analysis of stakeholder attributes and readiness
